Requirements:

 

Qualifications and skills:

•          At least master's degree (or equivalent diploma) in a subject relevant to development cooperation* or equivalent professional experience of minimum 5 years in development work, in addition to the minimum general professional experience requirement mentioned below.

*          The relevant subjects are indicatively:  political science, international relations, economics, social sciences, law.

•          Fluency in English (at least C2 level).

•          A very good knowledge of French (at least C1 level) and/or knowledge of Spanish (at least B2 level) is an asset.

 

General professional experience

•          At least 6 years of professional experience in international cooperation and/or in financial institutions’ (DFI’s, investment banks, export credit agencies) operations related to projects in EU partner countries.

•          Experience related to EU Member States development international systems and policies is an asset.

•          Experience in working with Emerging Donors is an asset.

•          Experience moderating and/or facilitating conferences, high-level panels, seminars, retreats, workshops bringing together more than 25 participants is an asset.

Specific professional experience

•          At least 3 assignments performed in the last 10 years which cover, collectively at least 4 of the following areas:

  • At least 2 years of participation in government-led sector or national level aid co-ordination and policy dialogue mechanisms in a developing country.
  • Experience in formulation of bilateral programming documents, country strategy papers and/or aid/development strategies.
  • Experience in advising governments of partner countries or donor countries, bilateral or multilateral agencies on aid, development effectiveness and/or private sector engagement in international cooperation.
  • Experience in measuring and monitoring development results and/or sustainable investment operations.
  • Experience in aid and development effectiveness/donor coordination mechanisms/programme-based/sector-based approaches.
  • Proven experience of supporting policy dialogue with partner countries.
  • Previous experience working on Global Gateway, Team Europe/Working Better Together approach, Joint Programming or joint implementation is an asset.

 

Duration of the assignment: period of implementation of the contract will be 36 months

Location: The normal place of posting (the place from which the experts will work) shall be one of the EU countries1, EEA countries, Switzerland, or the United Kingdom

Expected start date: The intended start date is mid-February 2025 and the period of implementation of the contract will be 36 months from this date.

Expected end date: 30/02/2028

1. Support to processes that the Commission HQ supports and follows at a global level

2. Support to EU Delegations following a request for assistance

3. Support to Member States (and their implementing agencies and financial institutions) following a request for assistance
