Training on PPP, organising road operation and maintenance

As part of the Assistance to the Owner for the construction of the Kribi-Lolabé motorway, the Forhom Institute, in partnership with Egis Road Operation, carried out a two-week training course on the setting up of a motorway contract (PPP versus Concession), the stages for starting up operation and the organisation of maintenance.

The training course was based on the following points:

Topic 1: Starting up operation

  • Pre-operational phase: staff, material resources, documentation
  • Start-up phase: support, check and adapt
  • Transition phase: monitoring of reservations, monitoring of the guarantee phase, optimisation of procedures

Topic 2: Analysing choice factors: PPP versus Concession

  • Various types of contract:
    • Partnership contract, public service delegation (PSD) contract, administrative emphyteutic lease, temporary occupation permit coupled with a hire-purchase contract, etc.
    • Reason for interest in PPP contracts: the public service mission criterion and the performance objectives of the contract, and criteria such as involvement of the delegating authority, balance of the service, and price to be paid by users.
    • PPPs in African States' laws.
  • Up-front assessment of the project and impact of the PPP option on the cost-benefit analysis:
    • Economic and financial analysis (net present value/internal rate of return/return on equity).
    • Transaction costs (feasibility, procedures, negotiations, monitoring).
    • Performance deadlines (contractual/penalties).
  • Implementing and ensuring the contract:
    • Main scoping elements for the drafting of the partnership contract: services, duration, risk sharing, performance objectives, rent, inspection conditions, sanctions and penalties, putting the contract under the authority of a third party, etc.

Topic 3: Managing motorway operation and maintenance

Field visit and exchange of experience with professionals of the A28/A88 motorway concession management company, around the following themes:

  • Tasks
  • Organisation types
  • Viability, issues and principles
  • Tolling, issues and principles
  • Maintenance strategies
  • Maintenance issues (routine maintenance, major maintenance and renewals)
  • Definition of the scope and responsibilities
  • Major maintenance and renewals
  • Routine maintenance
  • Interface management

Topic 4: Controlling risks and costs

  • Assessment of contractual and operational risks
  • Managing relations with stakeholders

Preparation and facilitation of a two-week training course in Saint-Quentin-en-Yvelines, including a three-day trip to Normandy within the operation company Routalis (A28/A88), through the mobilisation of trainers from the Forhom Institute and Egis Road Operation.

The training course was provided to 5 executives from the Ministry of Public Works and the Ministry of Public Procurement.

Logistical organisation, including welcoming at the airport, organisation of travel in France, accommodation and half-board during the stay of Cameroonian executives.
