Training plan for the deposit funds of Ivory Coast and Burkina Faso

The Support Facility for the Operationalisation of the Caisse des dépôts et consignations of Burkina Faso (CDC-BF) and the Caisse des dépôts et consignations of Ivory Coast (CDC-IC) aims to sustainably improve the mobilisation of African domestic resources and the contribution of African capital markets to the continent's development.

To this end, it aims to make CDCs reference players in the financing of public development policies and strategies in their respective countries. To this end, the project is based on four areas of intervention

  • Supporting the structuring of CDCs in Burkina Faso and Ivory Coast;
  • Supporting these two CDCs in the development of their investment strategies and business plans;
  • Support the capacity building of CDC agents and their training;
  • Contribute to the realization of feasibility studies and the implementation of priority pilot investment projects.

The objective of the mission is to analyse the training needs and propose a capacity building action plan to enable the teams of the two CDCs in Ivory Coast and Burkina Faso to fully play their roles as public investors.

The diagnosis is based on 4 priority areas that reflect the main activities of the funds:

  • Investment activities
  • Financial activities
  • Cross-cutting themes and risk management
  • Support for territorial structuring

The approach is distinguished by the particular attention given to the following elements

  • The targeting of skill-building actions on certain key functions in order to duplicate and disseminate good practices and feedback and to be part of a continuous improvement process controlled internally as a learning organisation.
  • A pedagogical approach based on knowledge transfer and experience sharing, based on national policies and priorities. Combining objective-based pedagogy to be operational and a competency-based approach to facilitate the application of skills and performance in professional situations.
  • A pragmatic comparative approach anchored in real and current practices inspired by strategies, achievements, tools implemented in similar institutions: Caisse des dépôts France, BPI, ...
