Training of executives from the DRC's public administration benefiting from the Public administration human resources mobilisation and revitalisation project (PMR-RH)

The aim of this project was to provide training sessions for the benefit of 550 executives from the public administration, the General Secretariat of Planning, and the Ministries of the Budget, of Finance (Directorate General of Taxes), of Mines and of Land Affairs of the Democratic Republic of the Congo.

The training programme was based on the following sessions:

1. GENERAL SECRETARIAT OF PLANNING AND REVOLUTION OF MODERNITY

  • Public contract procurement
  • Methods of analysing and assessing development projects
  • Basic training on financial management and audits
  • Development and management of a database
  • Design, management, monitoring and evaluation of the documentation and archiving system
  • Training course design
  • Management of a training department
  • Management of results-based projects and programmes
  • Management of aid from outside Kinshasa
  • Development of policies: sectoral policy, analysis of policies and investment policy
  • Design and development of mechanisms and tools to monitor-evaluate government projects and programmes
  • Evaluation of public policies
  • Design and development of the strategic plan

2. MINISTRY OF THE BUDGET

  • Development of the public budget policy and strategy
  • Framework and programming of the overall and sectoral budget
  • Medium-Term Expenditure Framework (MTEF)
  • Monitoring, control and evaluation of the State budget

3. MINISTRY OF MINES

  • Regional and international legal instruments in the mining sectors
  • Mastering of the mining code and regulations
  • Taxation and parafiscal tax on mining
  • Development of policies and programmes for mining and quarries
  • Feasibility study of a mining and/or quarry project
  • Monitoring-evaluation and analysis of the impacts of mining programmes and projects on the environment
  • Prospecting and mining research

4. GENERAL DIRECTORATE OF TAXES

  • OHADA accounting standards
  • Mining taxation
  • Hydrocarbon taxation
  • Telecommunications taxation
  • Property tax for Kinshasa
  • Banking and microfinance taxation
  • Internal audit for Kinshasa -
  • Workshop on the implementation of company tax
  • Workshop on the implementation of personal income tax

5. MINISTRY OF LAND AFFAIRS

  • Land and property code, security regime and property tax
  • Development of the land policy
  • Design, development, management and monitoring-evaluation
  • Training in survey and investigation techniques
  • Documentation and manual or physical archiving

This involved preparing and facilitating 37 training sessions, each lasting from one to two weeks, in the Democratic Republic of the Congo.

The Forhom Institute provided its expertise in instructional engineering to develop the 37 training modules (programmes, training material, practical case studies). It mobilised international trainers to facilitate six on-site training sessions in Kinshasa, and supervised the remaining national trainers delivery.
