Training on the development and monitoring of programme budgets

As part of the water, hygiene and sanitation sector project (PROSEHA) funded by the “MCF/PROSEHA” joint financing facility (ARN and Luxembourg), the Forhom Institute provided a training programme on programming and budgeting in the context of public finance reforms, for 12 executives from the Ministry of Hydraulics and Sanitation of Niger.

The objectives included:

• Master the programme budget approach.
• Master the steps involved in developing the programme budget.
• Adopt a results-based budgeting and be able to develop the Annual Performance Project (APP).

The topics covered during the training course were as follows:

Topic 1: The conceptual framework of the programme budget

• The basis and purpose of the programme budget.
• The programme budget and the finance law.
• The process of building a programme budget and a programme.
• The setting of objectives and indicators.
• Techniques for estimating the cost of a programme.

Topic 2: Programme budgeting

• General budgeting rules for commitment authority (CA) and payment appropriation (PA).
• Budgeting for investment and other categories of expenditures in CA and PA.
• Budgeting for public procurements in CA and PA.
• The inclusion of the medium-term expenditure framework (MTEF) in programme budgeting.
• The handling of allocations in the programme budget.

Topic 3: The adoption of the programme budget

• The consolidation of programmes and the production of an annual performance project.
• The role and responsibility of the parties involved.
• The reform of the budget calendar.
• The reform of the institutional framework.

Preparation and facilitation of a 5 day-long training course in Guyancourt, on the "development of budget programmes" for 12 executives from the Ministry of Hydraulics and Sanitation of Niger.
