Training of administrations involved in public finance management in Mauritania

The overall objective of this project is to build the technical and managerial capacities of executives from the Mauritanian financial administrations through the provision of operational training modules and by encouraging active teaching methods.

The following training topics were selected by the beneficiary institutions:

  • Budgetary management: Results-based public finance management reform methodology
  • Strategic planning: Strategic and budget planning Sectoral planning:
  • Programme budget Taxation: Rationalisation methodologies of the chain of taxation
  • Commercial accounting: Accounting and taxation of specific sectors
  • Public expenditure: Rationalisation methodologies of the operational budget chain
  • Public accounting: Public accounting and rendering of accounts
  • Inspection and audit:

    • Internal inspection and audit of public finances
    • External inspection and audit of public finances
  • Judgment of public accounts: Judgment of accounts and sanctions for mismanagement
  • Audit: Functional and organisational audit
  • Macroeconomic management: Macro-budget management
  • Development funding: Management of external funding and of investments
  • Debt: Management of public debt
  • Treasury management: Treasury management
  • Management of public companies:

    • **​**Management of public companies
    • Financial analysis of control-oriented public companies
  • Public contracts: Public procurement procedures of the donors (World Bank and EU)

The training plan has been set up for a total period of 2 years.

The Forhom Institute is responsible for fully implementing the training plan of the Mauritanian financial administrations, from the design of each training module and the preparation of teaching content and material, to the provision of the training sessions to the structure's engineers and technicians.

The Forhom Institute has mobilised an expert in training course design in order to confirm that the proposed content matches the beneficiaries' requirements and to allow for the operationalisation of training plan.

The Forhom Institute is also in charge of the logistical organisation of each training session (leasing of the rooms, availability of the learning material, coffee breaks, etc.).
