Technical assistance for a sectoral support programme for the reform of the vocational training sector : development of human capital in Morocco.

  • The general objective of the programme is to accompany the reform of the vocational training sector in Morocco in its ambition to strengthen human capital for sustainable, inclusive and participatory growth, with particular attention to populations excluded from all training and qualifications.
  • The specific objective of this project is to support the reform of the vocational training sector through capacity building actions, conduct of studies, organisation of communication activities, and strengthening of the planning and governance of the sector.

The main expected results of the “Vocational Training” programme are:

  • The development of a broader and more inclusive training system.
  • The adequacy of the training offer with the needs of the labour market and the improvement of the quality of the vocational training system. A rationalisation and modernisation of the whole national vocational training system is necessary and desirable through the SNFP. The VT system and its public and private operators must have a better forecasting, programming and reaction capacity in order to anticipate the training needs of companies in growth industries and adapt the training offer.

The specific objective of the project is to recruit and implement technical assistance to support the “Vocational Training” programme consisting of 4 permanent experts and a pool of senior and junior non-permanent experts in the main fields covered by the programme.

Long-term expertise volume = 2,600 days, of which the first year full time for the 4 main experts.

Short-term expertise volume = 800 days, of which 700 man-days for senior experts and 100 man-days for junior experts.

The profiles of the 4 main experts are:

ME1 – Team Leader – Strategic planning of training supply according to demand (800 days)

ME2 – Capacity building and integrated training policy (750 days)

ME3 – Development and governance of integrated information systems (650 days)

ME4 – Communication and awareness-raising (400 days)
