Support to Project Owner for the Ministry of Technical Education, Vocational Training, Employment and Labour

The Support to Project Owner services provided by the Forhom Institute and its partners are based on three main focus areas with a constant concern for capacity building and transfer of knowledge to the Ministry of Technical Education, Vocational Training, Employment and Labour's teams and its partners:

Section on strategy: assistance in defining the vocational training sector strategy and in developing public-private partnerships for the vocational training.

The expected results are:

  • The vocational training sector's ten-year strategy is approved and the Ten Year Vocational Training Programme for Employment (PRODEFPE, Programme Décennal de Développement de la Formation pour l’Emploi in French) is adopted by all of the vocational training sector actors.
  • The strategic management system is operational.
  • The annual work plan is budgeted.
  • The sector's funding strategy is determined and the administrative and regulatory documents on the sector's funding are adopted.
  • Dialogue bodies regrouping all of the vocational training actors are operational.
  • A legal framework through public-private partnerships for the vocational training is defined.
  • Public-private partnerships with several training centres are finalised and, consequently, the training centres' procedures are updated.

Section on institutional support: support to the Ministry of Technical Education, Vocational Training, Employment and Labour to build the capacities of its officials and agents and to set up suitable operating procedures.

The expected results are:

  • An organisational diagnosis is performed and recommendations on the Ministry's organisation are made.
  • A capacity building programme is developed and implemented.
  • The Ministry's procedure guide is drawn up and implemented.

Section on assistance in preparing and implementing the Ministry's projects.

The expected results are:

  • Tools and structures to coordinate and monitor the Ministry's projects are set up and sustained.
  • The financial and public procurement procedure guides are developed and implemented.
  • The projects designed and implemented by the Ministry benefit from Support to Project Owner assistance.

The Support to Project Owner services for the Ministry of Technical Education, Vocational Training, Employment and Labour involve providing a team of high-level experts comprising:

  • a resident team leader, specialising in vocational training, project management and change management;
  • a project director;

and an occasional team of experts specialising in:

  • institutional capacity building;
  • administrative and financial project management;
  • instructional design;
  • economics;
  • rural development sector professions;
  • building and construction sector professions;
  • mining/industrial sector professions;
  • vocational training centres' equipment and maintenance;
  • monitoring-evaluation;
  • legal expert specialising in public-private partnerships (PPP).

This team is to be complemented by additional teams of experts which may be mobilised in accordance with requirements and the project's progress.
