Population Resettlement Action Plans

The Agricultural Sector Support Project in Côte d’Ivoire entrusted Forhom by Egis with preparing and facilitating a two-week training session in Abidjan, in order to build the capacities of its members in terms of management of population resettlement action plans in Côte d’Ivoire.

The training course dealt with three topics as follows:

Topic 1 - National and international requirements with regard to involuntary population resettlement

• Resettlements resulting from major infrastructure development projects.
• National regulations, especially in terms of access to land and expropriation.
• International standards for involuntary resettlement plans (based on the World Bank’s Operational Directive 4.30).

Topic 2 - Design stages of a resettlement action plan

• Relationship between the Population Resettlement Action Plan and other plans associated with the social and environmental impact assessments.
• Description of the populations involved and of their socio-economic environment.
• Characterisation of the resettlement site to be found, identification of potential sites.
• Risk anticipation: information and involvement of impacted people (including host populations).
• Definition of the resettlement strategies.
• Budgeting of the resettlement action plan.

Topic 3 - Monitoring of the implementation of a resettlement action plan

• Analysis of the initial state of the project site: description of the socio-economic environment, and social, societal and anthropological analyses.
• Identification of impacted households: inventory of their assets and field surveys.
• Compensation processes (at individual and community levels).
• Design and implementation of the monitoring & evaluation system: criteria and indicators, monitoring of the people’s well-being (displaced and host populations).
• Sustainability and experience capitalisation: consideration of complaints and corrective measures.

• Preparation of the training course.
