Feasibility study of new AFD funding for strengthening the technical education, vocational training and higher education system in Madagascar. Three specific sectors are involved: buildings and public works, tourism-hotels-catering, and the new information and communication technologies (ICTs). The purpose of this study is thus to analyse the technical and financial feasibility of new AFD funding to support MENETP, the Ministry of National Education, and Technical and Professional Education in Madagascar, with a view to strengthening and sustaining the support actions already conducted in this sector in the country.
The study has three specific objectives as follows:
• Carrying out an in-depth diagnosis of the achievements of ongoing projects: FORMAPRO-BTP, ISFAM, status of the implementation of the National Employment and Vocational Training Policy (PNEFP), in order to determine the allocation items of future funding.
The implementation of the feasibility study is divided into five components, some of which are composed of two distinct phases, complemented by a crosscutting activity consisting in organising sharing and feedback workshops.
Component 1: Modernisation of the training system in the buildings and public works sectors
Phase 1: In-depth diagnosis of the achievements of the FORMAPRO-BTP project:
Phase 2: Technical and financial formulation of the support needed to strengthen the sectors targeted within the framework of FORMAPRO-BTP, to extend support to a second group of establishments and to operationalise the trades campus; analysis of the relevance of creating a sectoral continued training centre for the buildings and public works trades
Component 2: Modernisation of the training systems in the tourism, hotel and catering sector
Component 3: Assistance in developing ESTI, the Information Technology Higher Education Establishment

Phase 2: Specifying the technical and financial outline of additional support to ESTI, in particular so that the establishment can reach financial equilibrium
