Feasibility Study of a Support Project to the Vocational Training Sector in Madagascar

Feasibility study of new AFD funding for strengthening the technical education, vocational training and higher education system in Madagascar. Three specific sectors are involved: buildings and public works, tourism-hotels-catering, and the new information and communication technologies (ICTs). The purpose of this study is thus to analyse the technical and financial feasibility of new AFD funding to support MENETP, the Ministry of National Education, and Technical and Professional Education in Madagascar, with a view to strengthening and sustaining the support actions already conducted in this sector in the country.
The study has three specific objectives as follows:
• Carrying out an in-depth diagnosis of the achievements of ongoing projects: FORMAPRO-BTP, ISFAM, status of the implementation of the National Employment and Vocational Training Policy (PNEFP), in order to determine the allocation items of future funding.

  • Studying the technical, financial and institutional feasibility of AFD funding intended to continue and strengthen the support to the above-mentioned projects.
  • Defining the institutional set-up and operating mode of the project, with the challenge of simplifying implementation monitoring by AFD.

The implementation of the feasibility study is divided into five components, some of which are composed of two distinct phases, complemented by a crosscutting activity consisting in organising sharing and feedback workshops.

Component 1: Modernisation of the training system in the buildings and public works sectors

Phase 1: In-depth diagnosis of the achievements of the FORMAPRO-BTP project:

  • Activity 1.1: Diagnosis of the operation of the CNEF-BTP partnership platform (National Centre for Employment and Training in the Buildings and Public Works Sectors)
  • Activity 1.2: Diagnosis of the operation of the establishments supported by the FORMAPRO-BTP project and of the quality of their training supply
  • Activity 1.3: Diagnosis of the demand of the firms that operate in the buildings and public works sector
  • Activity 1.4: In-depth diagnosis of a new group of training establishments in the buildings and public works sector

Phase 2: Technical and financial formulation of the support needed to strengthen the sectors targeted within the framework of FORMAPRO-BTP, to extend support to a second group of establishments and to operationalise the trades campus; analysis of the relevance of creating a sectoral continued training centre for the buildings and public works trades

  • Activity 1.5: Development of an overall support plan for the seven establishments supported by the FORMAPRO-BTP project and to other selected establishments (between three and five)
  • Activity 1.6: Assistance to CNEF-BTP in building a development strategy over five years, and definition of the support needed for setting up a trades and qualifications campus in the buildings and public works sector

Component 2: Modernisation of the training systems in the tourism, hotel and catering sector

  • Activity 2.0: Establishment of relationships between the teams respectively in charge of this study and of the feasibility study for strengthening INTH, the National Hotel and Tourism Institute for result-sharing purposes, and analysis of the study on the strengthening of INTH
  • Activity 2.1: Analysis of the status and legal framework of CS2PC-THR, the Sectoral and Partnership Tourism, Hotel and Catering Steering and Coordination Committee
  • Activity 2.2: Organisational diagnosis (governance and management methods)
  • Activity 2.3: Drafting of the in-depth CS2PC-THR diagnosis report

Component 3: Assistance in developing ESTI, the Information Technology Higher Education Establishment

Phase 1: In-depth diagnosis of the operation of ESTI

  • Activity 3.1: Diagnosis of the operation of ESTI
  • Activity 3.2: Drawing-up of a development strategy/business plan for the establishment over five years
  • Activity 3.3: Drafting of the development strategic report/business plan for ESTI over five years

Phase 2: Specifying the technical and financial outline of additional support to ESTI, in particular so that the establishment can reach financial equilibrium

Deliverables are as follows:

  • Methodology of the diagnosis of the FORMAPRO-BTP project’s achievements, validated by CNEF-BTP
  • In-depth diagnosis report on the establishments targeted by the project and CNEF-BTP
  • Update of the database on the initial and continued training offer in buildings and public works
  • List of the three to five pilot establishments targeted on the basis of criteria agreed upon with CNEF-BTP, validated by CNEF-BTP

Following the integration of the recommendations resulting from the workshops:

Final feasibility report

  • Methodology and questionnaire of the survey for the three to five initial training establishments validated by CNEF-BTP
  • In-depth diagnosis report on the targeted establishments
  • Analysis report on the demand for skills of the firms located in the areas of the establishments supported by the future project
  • Description and evaluation of the technical and financial support to the establishments (of the FORMAPRO-BTP Project and the new establishments targeted including, as required, the strategy for developing a sectoral continued training centre supported by the sector, over five years
  • Development strategy for CNEF-BTP and the trades campus
  • Drafting of the diagnosis report on the operation of the platform, and recommendations
  • Drafting of the diagnosis report on the operation of ESTI, and recommendations
  • Drafting of the development strategy/business plan of the establishment over five years
  • Report on the technical and financial outline of additional support to ESTI, in particular so that the establishment can reach financial equilibrium
  • Diagnosis report on the needs of METFP in terms of support, in connection with the activities planned in the project’s components
  • Description and evaluation of the technical and financial support to METFP that will be implemented as part of the project
  • Drafting of the report on the feasibility of funding by AFD
  • Final diagnosis report
