Feasibility Study of Strengthening the National Institute of Tourism and Hospitality (INTH) and Integrating New Sectoral Certification and Trainer Training Centre Functions

The components of the feasibility study are as follows:

Component 1: In-depth diagnosis of the operation and current positioning of the National Institute of Tourism and Hospitality (INTH)

  • Activity 1.0: Document collection and analysis
  • Activity 1.1: Overview of the local tourism sector and competitive environment
  • Activity 1.2: Organisational diagnosis (governance and management methods)
  • Activity 1.3: Analysis of the training offer
  • Activity 1.4: Economic diagnosis
  • Activity 1.5: Overview of the infrastructure and equipment
  • Activity 1.6: Diagnosis of the network and partnerships
  • Activity 1.7: Feedback meeting with the study steering committee
  • Activity 1.8: Drafting of the in-depth diagnosis report on the operation and positioning of INTH

Component 2: Assisting INTH in developing its strengthening and development strategy over 5 years and defining the supports needed to implement this strategy

  • Activity 2.1: Study initiation phase
  • Activity 2.2: Meeting with sectoral stakeholders and partners
  • Activity 2.3: Drawing-up of an action plan
  • Activity 2.4: Organisation of consultation meetings on the definition of the training offer
  • Activity 2.5: Development of a strengthening and development strategy for INTH over 5 years in partnership with INTH’s teams
  • Activity 2.6: Recommendations on the methodology for operationalising the new certification centre function of INTH
  • Activity 2.7: Recommendations on the methodology for operationalising the new trainer training centre function of INTH
  • Activity 2.8: Recommendations relating to the evolution of INTH’s economic model
  • Activity 2.9: Recommendations relating to the evolution of INTH’s legal model
  • Activity 2.10: Cost estimate of infrastructure and equipment requirements
  • Activity 2.11: Feedback meeting with the study steering committee
  • Activity 2.12: Drafting of the report on the strengthening and development strategy for INTH over 5 years

Component 3: Studying the technical, financial and legal feasibility study of funding from AFD that would consist in providing the support needed for implementing the strengthening and development of INTH in Antananarivo and Nosy Be.

  • Activity 3.1: Definition of the objectives of AFD’s funding project
  • Activity 3.2: Identification of support actions to INTH to be conducted as part of the financial support
  • Activity 3.3: Identification of needs in terms of capacity building for INTH’s teams
  • Activity 3.4: Development of the financial support implementation framework
  • Activity 3.5: Development of a schedule for financial support implementation
  • Activity 3.6: Development of the budget of financial support
  • Activity 3.7: Identification of the project risks
  • Activity 3.8: Production of the project monitoring and evaluation indicators
  • Activity 3.9: Drafting of the logical framework for the financial support project
  • Activity 3.10: Feedback meeting with the study steering committee
  • Activity 3.11: Drafting of the final feasibility report
