Feasibility study for the opening of two vocational training centers in order to diversify the training offer in the Union of the Comoros

The Komor Initiative Project of the French Development Agency (AFD), whose project management is delegated to Expertise France, aims at the sustainable socio-professional integration of young men and women, by strengthening their capacities and skills through support to the orientation-training-integration continuum with the reinforcement of vocational training systems and the implementation of support mechanisms towards employment (salaried or self-employment). In the framework of its component 2, which provides for activities to support the diversification of the service offer in the orientation-training-integration continuum, Expertise France has recruited Forhom by Egis with a view to enriching this service offer through the possible re-launch and operationalization of two vocational training centers, in order to carry out a "Feasibility study on the opening of two vocational training centers in order to diversify the training offer in the Union of Comoros".The intervention of Forhom by Egis is thus articulated around the following stages:

1. The realization of an opportunity or pre-feasibility study that will identify the necessary prerequisites for the reopening of one or both of the selected centers;
2. Facilitate decision-making on which center(s) to reopen based on whether the prerequisites for sustainable operation of these facilities have been met.
3. This approach is materialized by the organization of two field missions, which consist in carrying out the pre-feasibility and then studying the feasibility of reopening two vocational training centers in Comoros, which are currently non-functional, and the guarantees necessary for their sustainability, the results of which are validated in a consultation workshop with local operators.

The intervention of Forhom by Egis is based on the realization of a pre-feasibility and feasibility study for the opening of two vocational training centers in the Comoros, resulting in the production of the following deliverables

• Deliverable 1 - Draft Pre-feasibility study
• Deliverable 2 - Final pre-feasibility study
• Deliverable 3 - Draft Feasibility Report
• Deliverable 4 - Final Feasibility Report
• For this purpose, Forhom by Egis has mobilized a team of experts with the following skills
• Expert Head of Mission and Expert in training engineering, with a long experience in the vocational training sector and in the management of vocational training centers
• Expert in infrastructure and equipment, urban architect specialized in technical vocational training centers
• Expert in Gender and Vocational Training, Capacity Building and Social Inclusion, based in Comoros, and specialist in local institutional development
