Development of training programmes for the benefit of the Ministry of Finance and of the audit institutions of Chad

The general objective of this project was to provide support to the Ministry of Finance and Budget in the development of training programmes for all of this ministry's personnel in accordance with a participatory method. The expected results were:

  • Identification of a list of training topics
  • Development of training programmes (curricula)
  • Crafting of a detailed three-year training plan

The programmes were developed during thematic workshops with the executives who had followed the training of trainers course, under the occasional checking and the approval of the structures' general directors and managers. It involved following a training course design approach whilst respecting the participatory dynamic. The approach was part of a principle of objective-based teaching and of a skills-based approach with the definition of overall and specific teaching objectives directly connected to the professional reality of the actors and future beneficiaries.

The Forhom Institute and its partner ACE were selected to draw up the training programmes of the Ministry of Finance and of the audit institutions of Chad during a technical assistance assignment conducted by a group of 5 experts, each mobilised in their field of expertise:

  • Budget development
  • Budget implementation
  • State revenue mobilisation
  • Public finance audit
  • Human resources management.

The team was led on site by a team leader and performed the following activities:

  • Preparation of the assignment
  • Development of the methodology and tools
  • Preparation and facilitation of the workshops
  • Training course design and instructional engineering: development of programmes, organisation of content, etc.
  • Crafting of the training plan
  • Coordination and organisation of the assignment in collaboration with our local partner
  • Drawing up of the reports

The assignment was coordinated by a project director with the Forhom Institute who provided the following services:

  • Supervision of the services provided and of compliance with the work programme
  • Coordination and organisation of the assignment in collaboration with our local partner
  • Administrative and financial monitoring with the Forhom Institute departments concerned
  • Production of the reports and documentation
  • Ongoing relationship with the Client and its partners
  • Close and ongoing contact with the personnel mobilised by the Consultant within the framework of said contract
