Training course: ‘Review, closure and evaluation of development projects and programmes’

The training on the review, closure and evaluation of development projects and programmes is structured around technical and operational modules designed to enable participants to master the entire project completion cycle, in accordance with World Bank requirements and the principles of Results-Based Management (RBM).

It covered the following topics in particular:

• Conceptual Framework of Results-Based Management: principles, tools, and linkages with the life cycle of World Bank-financed projects;
• Project Performance Review: types of reviews (technical, financial, strategic and mid-term), analysis of results indicators, identification of performance gaps, and corrective measures;
• Project Closure Procedures: administrative, technical, financial and contractual closure stages; management of outstanding commitments; settlement of contracts; and secure archiving of project records;
• Financial Management at Project Closure: preparation of closing financial statements, expenditure justification, closing audits, and donors’ fiduciary requirements;
• Results-Based Monitoring and Evaluation: use of the logical framework, definition and monitoring of SMART indicators, and collection and analysis of performance data;
• Project Evaluation: types of evaluations (interim, final and ex-post), evaluation criteria (relevance, effectiveness, efficiency, impact and sustainability), and analytical methods;
• Preparation of the Project Completion Report: structure, content, required data, and validation process;
• Knowledge Management and Capitalization: identification of good practices, documentation of lessons learned, and mechanisms for disseminating knowledge and achievements for future projects.
