Preparation of the waterways investment for the development of the environment in Lagos State (WIDE-LAG) project

The Consultancy service of the WIDE-LAG project supported by the French Development Agency (AFD) in Lagos, is including different packages. The Consortium composed of Egis Consulting and Forhom by Egis provide the services for Package E : Project Management, LASWA's Capacity-building and Project Communication (PMCBC), aiming to support the Lagos State Waterways Authority - LASWA to implement the project activities.

In the framework of this project, three mainly outputs, each one with their own sub-outputs will be delivered from this stage:

• Output 1 – Project Management : Master Project Schedule, Annual Work plan, Procurement plan, Project Implementation Manual, Monitoring and Evaluation Results Framework, Technical Assistance to LASWA;
• Output 2 – Institutional Development : Organizational Development Plan, Capacity-Building Plan, New organogram implementation and Manpower sourcing;
• Output 3 – Project Communication : Project Communication and Visibility plan, Branding, Project Promotional Video, Communication Supports, Media Relations and Events.

Forhom by Egis specificaly provide the services for the Output 2.

The mission is deployed on 4 mains stages, listed above:

• Inception phase
• Strategic conception and planning
• Tool design and team iteration
• Evaluation and development
• Concerning Output 2, the mission aims to capitalize on the results of previous interventions and studies, and in particular of the FCN programme, in order to propose and operationalize the following elements:
• Limited organizational diagnosis an documentary review, as an in-depth analysis of internal and external mechanisms in order to make recommendations that will allow the organization to achieve its objectives and apply effective and sustainable solutions
• Organizational Development Plan (ODP), covering the organizational and legal aspects of the structure and its human resources policy, as well as the PMU's intervention framework
• Capacity-Building Plan (CBP), including the objectives and the means to achieve them, with a set of regular events and exchanges
• Organogram implementation, i.e. support to the structure for the operationalization of its new organizational chart, and the proposal of adjustments if necessary
• Manpower outsourcing support, in order to match the structure's positions and recruitments with the new revised organization chart

The intervention of Forhom by Egis is based on the implementation of the Output 2 activities, resulting in the production of the following deliverables:

• Organizational Development Plan
• Capacity Building Plan
• New organogram

For this purpose, Forhom by Egis has mobilized a team of experts with the following skills

• Institutional Development Advisor, with a long experience in the vocational training sector, in capacity and institutional building and in Organizational development
• Human Ressources and Capacity Building Specialist, experienced in managing Human Ressources, Administration, Communications and Business Development
