Training executives from the General Directorate of Customs

The training was provided to:

  • senior executives from the General Directorate of Customs (DGD) responsible for the proper application of the General Customs Code and the regulatory texts;
  • executives and agents who have been recently hired;
  • human resources and training managers, executives responsible for the forward-looking management of customs staff;
  • heads of departments and agents responsible for customs control and combatting fraud.

The 380 participants were divided up in accordance with the following modules:

  • MODULE 1: Customs legislation (new Customs Code and regulatory texts)
  • MODULE 2: Harmonised system
  • MODULE 3: Transaction value
  • MODULE 4: Internal inspection and audit
  • MODULE 5: Post-clearance audit
  • MODULE 6: Customs control and combatting fraud
  • MODULE 7: Customs ethics and good governance
  • MODULE 8: Strategic workforce planning - Strategic Management

In addition to the teaching aspects, the consultant was in charge of the logistical organisation of all of the training sessions, including:

  • the leasing of equipped and functional rooms;
  • the participants' transportation and accommodation costs;
  • the Project Coordination and Implementation Unit (UCEP) representatives' transportation and accommodation costs;
  • the catering for the participants (coffee breaks, lunch);
  • individual supplies (notepads, pens, bags, etc.) and group supplies for the smooth running of the training sessions.

The Forhom Institute provided training to 350 executives and agents from the General Directorate of Customs of Guinea. The Forhom Institute was responsible for preparing and organising eight training modules provided in 11 sessions of 30 to 35 participants over a period of 4 months.

The services provided included the following:

  • Mobilisation and management of the trainers.
  • Teaching design of the training sessions and production of material.
  • Logistical organisation of all of the sessions.
  • Performance of a pre-test and a post-test at the end of each session.
  • Facilitation of the training sessions.
  • Preparation and delivery of the evaluation reports, certificates and documents in electronic format.
