Tailor-made training course on “The organisation, operation and role of the General Prosecutor's Office at the Court of Auditors (Cour des comptes)”

This project involves preparing and providing a training course and a study visit for 11 Assistant General Prosecutors (avocats généraux) of the General Prosecutor's Office (Parquet général) at the Court of Auditors (Cour des comptes) of the Democratic Republic of the Congo on “the organisation, operation and role of the General Prosecutor's Office at the Court of Auditors”. The training course, has been realised at the Forhom Institute in Paris (Guyancourt) from Monday 24 to Friday 28 June 2019, and followed by a study visit to the Cour des comptes (Court of Auditors) of Tunisia from 1 to 3 July 2019.

The aims of the training course were :

• to build the capacities of the magistrates from the General Prosecutor's Office at the Court of Auditors to enable them to fully play their role as Public Prosecution (ministère public) for the improvement of public finances management and thus contribute to ensuring transparency and good governance in the management of common weal;
• to enable the magistrates of the General Prosecutor's Office to become familiar with their new duties and fully understand the role of Public Prosecution at the Court of Auditors;
• to enable the magistrates of the General Prosecutor's Office at the Court of Auditors to manage relations and collaboration with other Public Prosecutor's Offices.

The aims of the study trip were :

• to allow the magistrates of the General Prosecutor's Office to become familiar with the three main functions of the General Prosecutor's Office at the Court of Auditors;
• to allow the magistrates of the General Prosecutor's Office at the Court of Auditors to meet the key persons of the General Prosecutor's Office at the Court of Auditors, i.e. the Prosecutor General (Procureur général), the First President of the Court of Auditors (Premier président près la Cour des comptes), the Heads of Chambers (présidents de chambre) and the Principal Registrar (greffier principal).

This assignment involves preparing and facilitating a 5-day long training course at the Forhom Institute in Guyancourt, France.

It also involves preparing and carrying out a 3-day long study visit in Tunis at the Cour des comptes (Court of Auditors) of Tunisia.

Each participant receives a training package including training materials in paper and digital formats as well as a book relating to the training course.
