Pre-feasibility and design study on the development of a pre-apprenticeship system in the Union of the Comoros

The Komor Initiative Project of the French Development Agency (AFD), whose project management is delegated to Expertise France, aims at the sustainable socio-professional integration of young men and women, by strengthening their capacities and skills through support to the orientation-training-integration continuum with the reinforcement of vocational training systems and the implementation of support mechanisms towards employment (salaried or self-employment). In the framework of its component 2, which provides for activities to support the diversification of the service offer in the orientation-training-integration continuum, Expertise France recruited Forhom by Egis with a view to enriching this service offer with a vocational pre-apprenticeship system, in order to carry out a "Pre-feasibility study and then a design study on the development of a vocational pre-apprenticeship system in the Union of the Comoros".The intervention of Forhom by Egis is thus articulated around the following stages:

1. The realization of an opportunity or pre-feasibility study to identify 3 possible scenarios for the development of pre-apprenticeship potentially adapted to the Comorian context;
2. To facilitate the decision making process regarding the choice of the scenario with the highest guarantees of feasibility and sustainability;
3. The production of a proposal for the technical, human and financial implementation of the chosen formula that puts forward the conditions and guarantees necessary for its sustainability.
4. This approach is materialized by the organization of two field missions, namely a first pre-feasibility mission, followed by a feasibility mission for the technical, human and financial implementation of a so-called pre-apprenticeship system that will meet the needs of young women and men who are out of school/not in school and that will be adapted to the context of the Comoros. The results of this mission will be validated in a consultation workshop with local operators.

The intervention of Forhom by Egis is based on the realization of a pre-feasibility and feasibility study of a vocational pre-apprenticeship system in the Comoros, resulting in the production of the following deliverables:

• Deliverable 2 - Final pre-feasibility study
• Deliverable 3 - Draft Feasibility Report
• Deliverable 4 - Final Feasibility Report

• Expert Head of Mission, with a long experience in the vocational training sector and in the management of vocational training centers
• Expert in Vocational Training, Capacity Building, Gender and Social Inclusion, based in Comoros, and specialist in local institutional development
