Phased study of vocational training and higher education needs to support Madagascar in its low-carbon and climate-resilient development trajectory - Adapt'Action Facility

The aim of this study is to identify the issues and needs relating to Madagascar's low-carbon development and climate resilience in the vocational training and higher education sectors, with a particular focus on the construction and public works sector - a key economic sector in Madagascar and currently favored by AFD's interventions.

The consultant's intervention is organized around several key elements that constitute the essence of his methodological approach:

An exhaustive consultation phase with sector stakeholders

Coordination of the study with the consultant's teams already in place

The production of reports highlighting the interrelationships between different vocational training situations

consideration of gender issues

The methodology of this phased study of needs in vocational training and higher education is articulated in two phases, corresponding to the description of the following tasks:

Phase 1: Scoping phase for the BTP sector

Phase 2: Diagnostic phase of the training offer in the BTP sector and recommendations for adapting it to needs.

To carry out these activities, Forhom by Egis provides 4 experts, in support of the 2 experts mobilized by the customer. The team of experts therefore comprises the following profiles:

K1 - Specialist in vocational training engineering and higher education (Team Leader) : Forhom by Egis

K2a and K2b - Specialists in policy issues and skills related to climate change (adaptation and mitigation): EGIS Eau

K3 - Specialist in the construction sector: Forhom by Egis

NK1 - Gender expert: Forhom by Egis

In addition, the following deliverables were produced:

Study scoping document including an assessment of skills needs and demand in the building and civil engineering sector - Phase 1 report (DELIVERABLE 1)

Diagnosis of existing initial and continuing training provision for the building and civil engineering sector, based on information gathering (DELIVERABLE 2)

Report analyzing the priority gaps to be filled in training provision in the building and civil engineering sector, with a view to contributing to Madagascar's low-carbon, climate-resilient development trajectory (DELIVERABLE 3).

Report formulating recommendations for the building and civil engineering sector in terms of curricula to be strengthened or created, and an estimate of the actions to be taken to implement these recommendations (training of trainers, infrastructure and equipment, operating resources) - specifying the establishments concerned, and, within them, the targeted training courses and qualification levels (DELIVERY 4).
