Support for Institut National de Préparation professionnelle (INPP – DRC's national centre for occupational training).
The Institut Forhom's assignment is based on three main lines of intervention with a constant concern for capacity building and transfer of skills to the teams of the INPP :
Improvement to the INPP's strategic and general management:
- Improvement to strategic management and to the INPP's institutional position.
- Support for operational management via a multi-annual strategy, introduction of a monitoring/evaluation system and back-up for support functions (administrative management, accountancy and financial, contracting).
- Introduction of networked IT systems to the standards of a modern structure.
Improvement in training on offer, and enhancement of its appropriateness to the world of work:
- Support for revitalisation of training systems and training reference frameworks based on a skills approach.
- Closer matching of training offered to companies' needs.
- Design and support for building of training infrastructure (buildings and equipment) in provincial centres (Matadi and Bukavu).
- Development of a resources centre based on expertise (internal / external) in engineering and training.
Strengthening of links between INPP and its environment:
- Development of dialogue and partnerships with the private sector.
- Support for creation of work/study courses.
- Strengthening of role of the private sector in continuous upgrading of training on offer.
- Development and implementation of a strategy and of modern communication tools.
The management consultancy support to INPP is provided at three levels:
- support to INPP's top management for strategic and operational management of an action plan for the whole territory;
- support to the INPP's training teams for implementation of the skills based approach;
- support for design, building and fitting out of two provincial training centres: at Bukavu and Matadi.
More specifically, the Institut Forhom is in charge of:
- Project Management, with secondment of a Project Director for the duration of the project.
- Mobilisation of the Project Leader: Pierre Descombes, for a period of 30 months.
- Mobilisation of additional experts (short-term assignments).
- Co-management (INPP and Institut Forhom) of a €4,500k investment budget.
