Diagnosis of the training needs and elaboration of a capacity building plan for the National Laboratory of Public Works and Construction (LNTPB)

Forhom by Egis carried out a diagnosis of the institution with the following objectives:

  • Identify the gaps and needs for modernization and reinforcement of the material, organizational and competence capacities of the LNTPB staff. Trend analysis according to the current technological evolution, so as to ensure the quality of the services offered in general and those in road geotechnics in particular;
  • Develop a detailed and budgeted Action Plan with indicators for the implementation of capacity building for the LNTPB.

The expected results were as follows:

Organizational diagnosis:

  • Analyze the performance of the LNTPB with respect to its strategic objectives and its translation into operational objectives, the tools for analysis and performance measurement;
  • Analyze and forecast the impact of major changes in the environment;
  • Analyze the business sector and the organization's positioning;
  • Conduct a strategic analysis of strengths, weaknesses, opportunities and threats;
  • Carry out a diagnosis of the organization and its functioning
  • Develop the strategic dashboard using smart indicators

Equipment diagnosis:

  • Draw up a list of the equipment needed to carry out the LNTPB's daily missions and activities (based on the mandates and objectives reviewed in the previous point)
  • Make an inventory of the existing equipment and its condition
  • To measure the gaps between the existing and the necessary equipment in view of the current / to be developed missions of the LNTPB
  • Establish a list of equipment to be repaired or acquired and estimate the budget necessary for its acquisition (or repair)

HR Diagnosis :

  • List the key jobs of the LNTPB, current and to be filled
  • Evaluate the qualitative and quantitative gaps between the positions filled and the positions required for the proper functioning of the company
  • Analyze the HR needs for the next few years in a prospective manner, identify the needs in terms of skills, carry out the general framework: Define the company strategy for an effective training plan
  • Gathering expectations from the top management and the different branches
  • Collect information and HR documentation: training policy, job descriptions, CVs or profiles of the people concerned, training courses already taken
  • Gathering the needs for reinforcement of competencies from the General Management, the Human Resources Department and the departments themselves.

Drafting of the training plan :

  • Present hypotheses and main lines of the training plan
  • Seek arbitration from the general management/HRD and adapt the proposals according to the comments received
  • Write the training plan in a synthetic form by presenting the list of selected topics, a schedule and a budget estimation.
  • Develop a detailed and budgeted Action Plan with indicators for the implementation of capacity building of the LNTPB in general and in the specific area of road geotechnics
