Designing and Supervising Efficient Human Resources Management

The Forhom Institute was entrusted with preparing and facilitating a two-week training session in Kribi, for the twelve human resources and training managers of the national and local coordination units of the ACEFA Programme in Cameroon. The training course dealt with the efficient management of human resources.

The educational objectives of the training session were as follows:

  • Understanding the theoretical foundations of human resources management.
  • Being able to develop different HR policies.
  • Being able to implement the human resources management practices.
  • Understanding and implementing HR and managerial strategies.

Three major topics were developed:

Topic 1 - Developments in the HR function, its organisation, and role of the Human Resources Manager

  • Understanding the role of the Human Resources Manager, responsibilities and activities, and required skills.
    • Developments in the role and responsibilities of the HR functions.
    • Functions and organisation of a Human Resources Department.
  • Links between HR processes and strategy / role of the Human Resources Manager.

Topic 2 - Management of the expertise approach - Employment and Expertise Plan, performance evaluation and development of skills

  • Anticipating developments with regard to jobs and skills.
  • Building an Employment and Expertise Plan:
    • Establishing a global scheme that sets the issues and stages of the Employment and Expertise Plan.
    • Developing a job map and building a competency framework.
    • Identifying qualitative and quantitative gaps.
  • Evaluating performance and skills:
    • Measuring the effectiveness of the existing system and its consistency with the structure’s strategy and orientations.
    • Developing the staff performance and motivation evaluation system.
    • Issues and conditions of the implementation of an evaluation system.
    • Skill, potential and performance evaluation methods.

Topic 3 - Developing a training plan

  • Building a training policy in line with the global strategy - Building a skill-oriented training plan.
  • Articulating Employment and Expertise Plan and Training.
  • Analysing the existing situation (state of play).
  • Drawing up specifications:
    • Requirement priorities.
    • Planning.
    • Budgeting.
  • Implementing the training plan:
    • Organisation and monitoring of actions.
  • Evaluation of the training courses.
