Complementary feasibility study for the creation of two sectoral vocational training centres (industrial maintenance, transport/logistics, and agribusiness) under PPP agreement

In association with JMN Consultant, the Forhom Institute carried out the complementary feasibility study for the creation of two sectoral vocational training centres under PPP agreement. The sectors involved are industrial maintenance, transport/logistics, and agribusiness. This study, performed for the Ministry of Employment and Vocational Training (MINEFOP) made it possible to:

- define the economic model of the sectoral vocational training centres, including 8-year projections and giving the time needed to reach the balance point;

- analyse the advantages and drawbacks of each location and issue recommendations for the final choice of locations for the sectoral vocational training centres;

- develop a specific Public-Private Partnership Protocol between the employers’ representatives and MINEFOP, for monitoring the training centres’ activity;

- analyse the various possible legal statuses and issue recommendations;

- define the method for implementing priority training sessions in partnership with the existing centres, so that the training sessions could be implemented as from the training centre design and construction phase.

To carry out the study, the consortium led by the Forhom Institute provided the following services:

- consultation meetings with all stakeholders in vocational training: ministries, employer and professional branch representation bodies, and training centres;

- search for and analysis of technical and legal documents;

- definition of an economic model for the sectoral vocational training centres with an 8-year projection;

- study for selecting the location;

- definition of a PPP framework document to monitor the operation of the sectoral vocational training centres;

- comparative study on the legal status of the sectoral vocational training centres and recommendations;

- identification of the existing training centres, drawing-up of a partnership agreement template for setting up priority training sessions and definition of implementation modalities.
