Audit of skills and training plan for SOMAPEP (Mali Drinking Water Heritage Corporation)

An initial training plan development assignment was performed in November 2014, the main objective of which was to:

  • identify the target public benefiting from this training;
  • analyse the expectations of the various target groups: thematic and technical;
  • offer to organise the entire training courses as well as the form that these courses should take;
  • propose specifications for the selected training courses;
  • estimate the overall cost of the proposed training programme.

This new assignment aimed to assess the training activities performed and to note changes in terms of human resources and internal skills within the project in order to update the analysis of needs and bring the training plan up to date. The process of the audit update and training plan development assignment of the project unit was based on the following stages:

  • General framework: noting the view of the Mali Drinking Water Heritage Corporation (SOMAPEP) and the Kabala project, and noting the expectations of the General Management, the donors (steering, reporting, audit) and the line ministry.
  • Updating the human resources information and implementing the training: organisation chart, training policy, job description, CV or profile of people involved, previous training, identifying SOMAPEP training centre providers; noting the expectations of the Human Resources Department.
  • Updating the audit and design of a new training plan for the up-coming year, while noting the requirements at the level of the General Management, the project coordination unit and the departments involved in the project's implementation. This included:
    • checking if the recommended training had been provided;
    • identifying the new skills requirements (to provide a response in terms of training);
    • presenting the hypotheses and main lines of the training plan;
    • arbitration and adapting in accordance with the comments of the coordination unit;
    • drawing up the training plan incorporating the specifications for each session and a detailed budget.
