Assistance-to-Owner services to accompany changes initiated within Greater Antananarivo’s decentralised local authorities and the national institute for decentralisation and development (INDLL) to cope with controlled urban development issues. The Urban Governance Project for Greater Antananarivo, known as “GUGA” project contributes to the process through its two components: (i) support for the creation of an urban planning agency (IPAM), and (ii) strengthening of urban training engineering, prioritising the municipalities of Greater Antananarivo.
The objectives of the assistance-to-owner consortium recruited by INDDL to work along with the GUGA Unit are as follows:
The services are divided into two phases: (A) Preparatory Assistance-to-Owner phase, followed by (B) Assistance to INDLL.
These two phases are implemented as follows:
Phase (A) – Preparatory Assistance to Owner
A1 - Preparation phase
A2 - Assistance in the project start
A3 - Assistance in the installation of INDDL’s teams
A4 - Methodology and launching of the Capacity Building Programmes
