Réalisation
The objective of the assistance was to propose ANRMP, the National Regulatory Authority for Public Procurement, with a strategy that includes a national qualifying training plan for the public procurement system players.
The Consultant provided the necessary services on the basis of the following stages:
Identifying the target public to benefit from the training course and evaluating the level of their knowledge of public procurement procedures.
Estimating the number of persons to be trained.
Listing the training topics.
Defining the sub-topics/training actions with training objectives.
Identifying the profile of the beneficiary public: position/seniority/prerequisites/objectives.
Clearly defining the capacities to be built, i.e. the skill gap (reached level – level to be reached) in view of the targeted expertise level.
Drafting training objectives for the future beneficiaries: general training objectives, and operational sub-objectives (i.e. measurable and learner-oriented objectives, written using action verbs).
Estimating the total cost of the proposed training programme.
The training engineering expert provided by the Forhom Institute met with selected public procurement players (contracting authorities, private operators, civil society, training organisations, and control and regulation authorities).
This collection of information made it possible to analyse the major issues and draw up the report with recommendations for professionalising all of the players involved in public procurement in Côte d’Ivoire.
