Training on road maintenance management by level of service (GENIS)

Forhom organised and ran a training session in La Rochelle (France) on road maintenance management by service levels. This training course benefited 14 executives from three beneficiary entities: the Office des Voiries et Drainage (Roads and Drainage Authority) and the Bureau Technique de Contrôle (Technical Control Office) of the Democratic Republic of Congo. The training covered three topics:

Theme 1 – Road works contracts in the context of results-based management

  • The components of results-based management.
  • Performance evaluation and measurement.
  • Selecting the most suitable road sections for GENIS contracts.
  • Initial upgrading works contracts. Improvement works contracts. Emergency works contracts.

Theme 2 – Objectively verifiable indicators of maintenance works completion

  • Road viability (traffic interruption times).
  • Average speed and safety conditions.
  • User comfort.
  • Road durability.

Theme 3 – Organising work supervision in results-based management

  • Supervision of maintenance work.
  • Supervision of work on dirt roads and paved roads

The objective is to strengthen the capacity of managers to design, implement and monitor road maintenance programmes based on service levels, measurable indicators and effective supervision.
